在探索可持续的经济发展道路的过程中，世界各国都已经意识到技术创新的重要作用。近年来，小型和中小型企业 （中小企） 在技术创新中的主体地位得到普遍的承认，和许多国家发起了相应的支持政策，促进中小型企业的创新能力的提高。本文比较分析了公共政策系统，促进技术创新在发达国家和发展中国家，并指出当前中国政策对技术创新的不足。具体而言，它们是主要体现在三个方面： 缺乏法律保护、 财政税收政策和社会服务体系的不完备性的支持不足。因此，根据中小型企业技术创新的协同创新与我国公共政策创新中存在的问题，本文提出五个建议构建相应的支持政策体系，为进一步整合区域协同创新提供可能性。
