摘要：年4月10，2011年，在市场化，全球化和我国种子产业合法化的过程中，国务院发出“关于加快发展现代农作物种子产业的意见”，并提出的指导思想和发展目标种子产业的未来发展，提出科研机构和大专院校，以实现“企业与企业脱钩”，在“10•25”最后。做什么的省级农业科研单位种子产业？应更新的思路，快速定位，进行通过制度创新，并打破业务和企业脱钩的状态，整合优势资源，加强企业管理和机制创新，迅速推进一体化进程的龙头企业;符合市场需求，调整育种目标，建立稳定的育种团队;开展ISO901：2008国际质量管理体系，引导和促进种子产业的市场国际化，种子产业升级fastly。
