任何一方须支付损害赔偿的法律责任或有权终止本协定的任何拖延或默认的表现如果这种拖延或默认情况下是无法控制的情况所造成的,包括但不限于天灾、战争、暴乱或其他重大动乱的业绩失败和缔约方的控制之外的缔约方。
