求翻译： 2004年实施的《中华人民共和国道路交通安全法实施条例》规定：机动车驾驶人在机动车驾驶证的6年有效期内，每个记分周期均未达到12分的，换发10年有效期的机动车驾驶证；在机动车驾驶证的10年有效期内，每个记分周期均未达到12分的，换发长期有效的机动车驾驶证。也就是说，从2004年5月《中华人民共和国道路交通安全法实施条例》实施起核发或者换发的机动车驾驶证，在6年有效期内，每个记分周期均未达到12分的，在办理换证业务时，换领10年有效期的驾驶证。为此，自2010年5月起，已陆续开始换发10年有效期的机动车驾驶证。这些驾驶证在10年有效期内，驾驶人违法记分均未达到12分的，将在10年后换发长期有效的驾驶证。是什么意思？ 待解决
