求翻译:投入水平偏低仍然是我国中等职业教育发展的一个重大制约因素,政府、行业企业多元投入的稳定的经费来源保障机制尚未建立,投入增长远跟不上中等职业教育发展的需要。尤其是随着中职近三年每年扩招100万的任务下,很多学校的资源并不能适应扩招的需要,相当一批学校校舍紧缺,教学设施设备跟不上,尤其是实验实训设备缺乏、陈旧,实训基地面积不足,工位不够,师资力量跟不上,尤其是双师型教师缺乏,又没有经费从外面聘请优秀的实习指导教师。国家级和省级重点中职学校在扩招中承担了更多的任务,而且确实报名火爆,但是由于投入没有大的增加,目前基本都已满负荷或超负荷运转。是什么意思?
